Taking the Republic of Tatarstan as a case study, this article discusses the main aspects of the development of inter-municipal resource centers (IRCs), which support socially oriented non-profit organizations (SO NPOs). We analyse the place and role of the IRC in the system of social development of the region, main areas of activity, coordination capabilities of the IRC within the region. We highlight the objectives of IRC activities that contribute to the development of existing SO NPOs and the active transformation of private or public initiatives into newly created NPOs with their subsequent withdrawal to stable project activities. Any non-profit organization, regardless of the geography of their presence, should have equal opportunities to access high-quality educational and methodological content, as well as the consultative services of the IRC. Quality content largely depends on the practical relevance and relevance of the information. This is achieved through the development of specialized educational programs at the request of the target audience, as well as state and municipal authorities. The main approaches of the IRCs to the moderation of processes are revealed, showing that IRCs act as an information hub between the SO NPOs and professional organizations or individual specialists. In most cases, this activity develops into successful partnership projects. According to the authors of the article, the result of the development of the IRC should be the formation of effective mechanisms for solving the socio-economic development problems of the regions, by increasing the business and social activity of non-profit organizations. We develop a concept for the development of the IRC at the regional level, which allows an increase in the effectiveness of the activities of SO NPOs, transforming them into leaders of social changes in society.
