The least explored area of regulatory process — structures of consciousness, their role and meaning in mental states’ regulation is considered. The analysis of main conceptions describing regulatory process is presented: general-psychological theories, conceptions of behavior and professional activity regulation, self-regulation of functional states etc. have been analyzed. It is shown that subject’s psychological qualities con-stitute the main “block” of the conceptions while activity or behavior is the vector of regulation process. Struc-ture-functional model of psychic states’ mental regulation has been proposed as the result of generalization of the results of study of correlation between consciousness’s structures and mental states. Mental (subjective) experience, conceptual structures, reflection, experiences, mental representations, target characteristics, situ-ations, culture environment, style of life, regulatory actions, feedback, temporal factors are the components of the model. The role of the each model component in psychic states regulation is described. Structure-func-tional model of psychic states’ mental regulation is illustrated by the results of empirical and experimental researches.
