© 2016 Taylor & Francis Group, London.The authors consider the problem of increasing in society’s demands to the quality of government regulation as an objective process of globalization. From this perspective, the level of population satisfaction of the activity of the state, as a regulatory institution, is reviewed. The assessment of the degree of availability of public goods reflects the increasing of the relationship between public goods and the improvement of human capital. As a result, it creates new needs for public goods.
