ФОРМИРОВАНИЕ ГОТОВНОСТИ ПЕДАГОГОВ РЕСПУБЛИКИ ТАТАРСТАН К РАЗВИТИЮ ЧИТАТЕЛЬСКОЙ ГРАМОТНОСТИ В КОНТЕКСТЕ МЕЖДУНАРОДНОЙ КОНКУРЕНТОСПОСОБНОСТИ ШКОЛЬНИКОВ

Abstract

В условиях, когда перед российской школой поставлена задача попасть в список десяти ведущих стран мира по качеству общего образования, деятельность учителя должна обеспечивать поступательное движение школьника от низких уровней к более высоким в международной классификации. Важным решением этой задачи является обеспечение учителя и ученика учебно-методическими и диагностическими материалами, соответствующими требованиям каждого уровня международных критериев диагностики читательской грамотности. Обоснована актуальность работы, связанная с наличием противоречия между растущими требованиями российского и международного образовательного сообщества к уровню читательской грамотности школьников и недостаточной компетентностью педагогических работников в вопросах формирования читательской грамотности; отсутствием методических рекомендаций по преодолению отставания наших школьников от сверстников из стран-лидеров, входящих в первую десятку в международном исследовании PISA. Описаны 3 этапа исследования. Обоснована научная новизна. Частично представлены результаты обратной связи, воспроизводящей процесс формирования у школьников читательских умений с целью выявления профессиональных затруднений педагогов по развитию читательской грамотности школьников. Указаны методы и апробированные методики исследования. Обозначена база экспериментальной проверки исследования.

In conditions when the Russian school is tasked with getting into the list of the ten leading countries in the world in terms of the quality of general education, the teacher's activity should ensure the progressive movement of the student from low levels to higher ones in the international classification. An important solution to this problem is to provide teachers and students with educational, methodological and diagnostic materials that meet the requirements of each level of international criteria for diagnosing reading literacy. The relevance of the work associated with the presence of a contradiction between the growing demands of the Russian and international educational community to the level of reading literacy of schoolchildren and the lack of competence of teachers in the formation of reading literacy is substantiated; the lack of methodological recommendations for overcoming the gap between our schoolchildren and their peers from the leading countries included in the top ten in the international PISA study. Three stages of the study are described. The scientific novelty is substantiated. Partially presented are the results of feedback that reproduces the process of formation of reading skills in schoolchildren in order to identify professional difficulties of teachers in the development of reading literacy of schoolchildren. Methods and proven methods of research are indicated. The basis for the experimental verification of the study is indicated.
