НАКАНУНЕ "НОВОЙ НОРМАЛЬНОСТИ": СТРАТЕГИЧЕСКИЕ ВЫЗОВЫ И ЗАДАЧИ ЭКОНОМИЧЕСКИХ РЕФОРМ В КИТАЕ ГЛАЗАМИ ЭКСПЕРТОВ ЦЕНТРА РАЗВИТИЯ ПРИ ГОССОВЕТЕ КНР

Abstract

В статье рассматриваются оценки стратегических вызовов и задач экономического реформирования в Китае, высказанные в ряде аналитических публикаций сотрудниками Центра развития и Группы изучения средне и долгосрочных трендов развития при Госсовете КНР в 2010 -2011 годах. Данные публикации, впервые вводимые автором в научный оборот, представляют исключительный как научный, так и практический интерес. Они отражают уровень и характер понимания ведущими китайскими экспертами-экономистами, непосредственно близкими к партийно-государственному руководству страны, стратегических проблем и целей структурных хозяйственных (и - опосредованно - политико-институциональных) преобразований в Китае после 4-трилионного стимулирующего пакета 2008-2009 годов и в преддверии прихода к власти "пятого поколения руководителей" в 2012 году. Постфактум, очевидно, что экономическая стратегия "дерегулирования народного хозяйства", взятая на вооружение правительством КНР ранней весной 2013 года, была ориентирована на, по крайней мере, начало решения тех стратегических задач, которые были сформулированы впервые в рассматриваемых публикациях 2010 -2011 годов.

The article considers the assessments of strategic challenges and tasks of economic reform in China, expressed in several analytical publications by the staff of the Development Center and the Group for the Study of Medium and Long-term Development Trends under the State Council of the People's Republic of China in 2010 -2011. These publications, which are introduced by the author into scientific circulation for the first time, are of exceptional both scientific and practical interest. They reflect the level and nature of the understanding of the leading Chinese economic experts, who are directly close to the party-state leadership of the country, of the strategic problems and goals of structural economic (and, indirectly, political and institutional) transformations in China after the 4 - trillion stimulus packages of 2008-2009, and on the eve of the "fifth generation of leaders" coming to power in 2012. With the benefit of hindsight, it is obvious that the economic strategy of "deregulation of the national economy", adopted by the Government of the People's Republic of China in the early spring of 2013, was focused on at least the beginning of solving those strategic tasks that were formulated for the first time in the publications of 2010 -2011.
