Primary health care is the most widespread type of medical care in the Russian Federation, and makes the greatest contribution to the public health formation. Currently, the reform of the primary health care system is underway. Its goal is to increase effectiveness through ensuring optimal accessibility of medical organizations for the population, covering all citizens with preventive measures, as well as optimizing the work of medical organizations. The analysis was carried out using the data from the state reports of the Ministry of Health of the Republic of Tatarstan and the official statistical monitoring for the period from 2003 to 2018, which allows us objectively evaluating the effectiveness of this type of health care in the Republic of Tatarstan. These facts and conclusions are key, they confirm the need for systemic changes not only in the outpatient sector, but also in the health care sector as a whole. We also substantiated the necessity of including outpatient care emergency rooms in all large medical organizations in the organizational model through their reorganization into emergency centers. |
