Improving the management system of the economic security of the region taking into account the interests of the socio-economic interaction subjects

The article substantiates the thesis that a necessary condition for the implementation of sustainable development of the regional economic system is the implantation of adapters into its elements, which provide a certain quality of management decisions, allow timely identification of threats and initiating actions aimed at neutralizing them. The aim of the study is to study the mechanisms of interaction between economic entities-the state, the business community, and individual individuals-in order to identify and overcome contradictions that, under a certain state of the institutional environment and in conditions of growing uncertainty, can serve as a threat to the safety of the regional economy. In accordance with the objectives of the study, the work resolved the tasks of identifying the zone of mutual interests and responsibility of regional authorities, the population and business; justification of the role of monitoring regional information flows as a tool for identifying weak signals about changes in environmental factors; determining the role of regional controlling in the interaction management system by the subjects of the regional economic system in order to prevent threats to economic security. The article considers controlling as a tool for adapting the regional economic system to changes in the external environment. Regional development is aimed at realizing the interests of economic agents-residents and non-residents of the regional economy-subject to the feasibility of a management decision, compliance with the strategic guidelines of regional development. At the same time, regional development is interpreted as a result of structural changes (synthesis of structure and processes) in the system of interaction of subjects of socio-economic relations at the meso-level, and controlling is defined as a tool for monitoring conflicting interests, which is a necessary prerequisite for neutralizing threats to the economic security system of a constituent entity of the Russian Federation.
