Functioning of tatar language in public institutions of Tatarstan

Abstract

This article is devoted to the study of the Tatar language functioning in the central institutions of the Tatar Autonomous Soviet Socialist Republic (Tatar ASSR) during 1920-1930. The paper determines the goals and objectives of the Tatar language implementation process as the state one. The language functioning in the People's Commissariats and public institutions is studied, and the main difficulties are revealed encountered in the course of the studied process within this historic moment. The objects of study The People's Commissariat of Health, Internal Affairs, Justice, Finance, Social Security, as well as communication department, Tatar Statistical Office and municipal economic department were chosen as the objects of study. Our study was based on the materials of the Republic of Tatarstan National Archives, the periodicals from 20-30-ies of the last century, reports, the collections of meetings, congresses, etc. The following methods and techniques were used in the work: the method of the Tatar language chronology introduction as the state one in various sectors of public life, document analysis method, comparative method, induction method, observation method, etc. The comparative analysis with the same process of the end of XX-th - the beginning of XXI-st century was provided at the end of the work.
