Genesis of competences of local government of federal subjects in Russia

Abstract

Declared that it independently within their authority and is not included in the system of bodies of state power. The legal basis of local self-government is a system of legal norms, on the basis of which it is formed and implemented, including legal norms, which is also contained in the decrees of the President of the Russian Federation and the resolutions of the government of Russia. The article gives a detailed review of the relations arising in the process of formation and realization of powers of the subjects of the Russian Federation in the sphere of regulation of local authorities.
