dc.description.abstract	The article describes different factors which keep the region from innovation and technology development on the example of the Tatarstan Republic. When all the word is implementing innovation, there are still some reasons which prevent developing and making innovation climate as favorable as it possible. The key reasons are that the most enterprises don't take seriously the importance of the innovation and could hardly find a place for it in their strategies, lack of government support and the lack of financial support of innovation projects.
